Citizen Services

The reissuance of a new passport (only) for Qatari citizen in Kuwait in case of Passport loss or expiry.

Beneficiaries of this service:

Citizens on scholarships, travelling for treatment, citizens of long-term courses, and as for nationals residing outside the State, prior consent is required.

Terms and Requirements:

1- The applicant shall personally attend to the Embassy headquarter.

2- For Children: The custodian (parent) shall personally attend to the Embassy headquarter in order to submit the application. In case of being unable to attend for reasons beyond control, the custodian (parent) should call the Embassy officials and send an authorization letter for the child's mother indicating non-objection to reissue a new passport for the child or, otherwise, (the child's mother) shall submit a judicial order stating her right of custody (in case of divorce or father's death).

3- Original passport.

4- Kuwaiti civil ID.

5- (4) Personal photos with background (grey) of 3.5x4.8 cm.

6- (100) QR for expired passports. (400) QR for damaged passports.

7- Fill in the application form (available in the Embassy) and sign it by the concerned person, or their legal guardian.

8- A citizen residing in Kuwait shall submit a copy of the ID of the Kuwaiti person he/she lives with (husband, wife, and mother).

9- A copy of Marriage Contract (for married citizens).

10- A copy of Kuwaiti school certificates (for students).

11- Copy of "To Whom It May Concern" certificate stating the registration of the student in an educational entity in Kuwait (students on scholarship, Students who are studying on their own expenses).

A passage permit  can be issued to Qatari citizens to return to Qatar if they lost their passports.

Qatari citizens abroad.

Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry to the State of Qatar only.

    

First: Pass Documents issuance (adults- children) in case of passport or ID expiry during the visit to the State of Kuwait:

Terms and Requirements:

  1. Submission of the ID expired.
  2. (2) Personal photos (4x6 cm).
  3. Payment of (KWD 5) as fees for issuing the pass document.
  4. (For Children): The parent shall personally attend to the Embassy headquarter in order to submit the application. In case of being unable to attend for reasons beyond control, the parent should call the Embassy officials and send an authorization letter for the child's mother indicating non-objection to issue a pass document for the child.

Important Note:

When a Qatari citizen enters the State of Kuwait by (passport), he shall leave by (the same). If he entered by ID, he shall leave by the same.


Second: Issuance of passage permits for newly- born babies. (Qatari Children born in the State of Kuwait):

A passage permit for newly- born Qatari babies abroad.

Beneficiaries of this service:

Qatari citizen’s newly-born babies.

Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry and to the State of Qatar only.

Terms and Requirements:

  1. Original IDs of children's Parents.
  2. Original Marriage Contract.
  3. Original Kuwaiti birth certificate authenticated by the Ministry of Foreign Affairs, the State of Kuwait.
  4. Personal photo of the child (4x6 cm).
  5. Payment of (KWD 5) as fees of issuing the pass document.
  6. Payment of (KWD 9) as fees of the birth certificate authentication.

Important Note:

The parent shall personally attend to the Embassy headquarter in order to submit the application. In case of being unable to attend for reasons beyond control, the parent should call the Embassy officials and send an authorization letter for the child's mother indicating non-objection to issue a pass document for the child.


Third: Pass Documents issuance in case of (losing ID or passport during the visit to the State of Kuwait):

A passage permit can be issued to Qatari citizens to return to Qatar if they lost their passports.

Beneficiaries of this service:

Qatari citizens abroad.

Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry and to the State of Qatar only.

Terms and Requirements:

  1. The applicant shall personally attend to the Embassy headquarter in order to get the letter "To Whom It May Concern", and; then, refer to the Police Station requesting the issuance of "Report of Loss" stating the loss of Qatari ID or passport during residence in Kuwait.
  2. A copy of the ID lost (If any).
  3. (A Report of Loss) issued from a Kuwaiti Police Station proving the loss of ID.
  4. Authentication of the Report of Loss by the Ministry of Foreign Affairs, the State of Kuwait.
  5. Personal Photo (4x6 cm).
  6. Payment of (KWD 5) as fees of issuing the pass document.
  7. Payment of (KWD 9) as fees of the Report of Loss authentication.


Fourth: Pass Documents issuance (Children living with their families in the State of Kuwait):

A passage permit can be issued For Qatari children living with their abroad.

Beneficiaries of this service:

Qatari citizen’s children.

Service Procedures:

  • The Qatari mission abroad addresses the department of nationality and passports in the Ministry of Interior, after receiving the reply, a passage permit will be issued with an approval reference.
  • Passage permits are valid for three months from the date of issuance.
  • Passage permits are valid for only one entry and to the State of Qatar only.

Terms and Requirements:

  1. IDs of children's Parents.
  2. Marriage or Divorce Contract.
  3. Kuwaiti Civil ID Card of the child.
  4. Education certificates (for students).
  5. Personal photo of the child.
  6. Payment of (KWD 5) as fees of issuing the pass document.

The mission of the State of Qatar can issue a general or private authorization.

  Beneficiaries of the service:

            Qatari citizens living abroad permanently or temporarily.

            Service Procedures:

  • Requires the citizen to attend personally to the consular official.
  • Print the information of the authorization on mission’s headed-paper.

            Terms and requirements:

  1. The Principal (the grantor of Power of Attorney) shall attend in person.
  2. An authorization application is to be submitted to the Head of Mission indicating the nature and content of the Power of Attorney after ensuring the validity of the information and that the applicant is in a normal state of mind.
  3. A copy of the passport or identity card showing the their numbers should be attached with the application.
  4. The payment of fees (KWD 9).

This certificate  can be issued to Qatari citizens upon request.

            Beneficiaries of the service:

Qatari citizens abroad, travelling for study or medical  treatment or other purposes. 

            Service Procedures:

  • The Qatari citizen fills an application requesting the issuance of such certificate , addressed to the Head of Mission stating the reasons for residing outside the country.

            Terms and requirements::

  1. A copy of the passport or identity card should be attached with the application.
  2. Provide a prove for residing outside the country, in case of travelling for medical treatment or study.
  3. The payment of fees (KWD 9).

Transporting dead bodies of Qatari citizens back to the State of Qatar.

Beneficiaries of this service:

Deceased Qatari citizens outside the State of Qatar.

Service Procedures:

  • Relative of the deceased should notify the mission of the State of Qatar on the death of the citizen.
  • The mission will take necessary actions to transport the body to the State of Qatar.
  • Original passport and validated documents relating to his death should be submitted to the mission.
  • Notify the Department of Consular Affairs about the Date and time of sending the body to make arrangement with the airport.

Terms and requirements::

  • The mission is to send by mail documents related to the deceased consisting of:
  • A copy of the passport.
  • A copy of the death certificate.
  • A copy of the post-mortem report (and any other documents).

Visas

Beneficiaries of this service:

Official delegations. 

Service Description:

The Service is to provide an official visa for official delegations, except for those  exempted from visas, to meet with officials from the Amiri Diwan, the ministry of foreign affairs, and officials from ministries, governmental authorities and institutions, or to attend conferences held by ministries, authorities or institutions 

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait should be valid for not less than 6 months.
  • The applicant must provide an official letter from the employer to the embassy stating the reason for the visit or the official invitation type.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.

Free of charge.


Beneficiaries of this service:

Businessmen and known commercial figures. 

Service Description:

The Service is to provide a business visa for businessmen and known commercial figures, to visit Qatar to improve investment relations between their countries and the State of Qatar. 

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait should be valid for not less than 6 months.
  • Businessmen shall provide a proof to the mission that they are true businessmen unless they are well-known business personalities recognized by the head of mission or the consular officer.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.

Visa fees:

18 KWD.


Beneficiaries of this service:

Tourists. 

Service Description:

The service is to provide a visit visa for tourists, to visit Qatar and explore its monuments of historic, commercial, architectural and cultural value . 

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait should be valid for not less than 6 months.
  • Applicants are requested to provide a three-month bank statement stating that the total balance is not less than (5000) five thousand Qatari Riyals. However, those who are financially capable and recognized by the head of mission or the consular officer are excluded from this requirement.
  • Applicants shall provide a proof of accommodation in a five-star or four-star hotel located in the State of Qatar.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.

Visa fees:

9 KWD (non-refundable).


Beneficiaries of this service:

GCC residents. 

Service Description:

A service granting a visa for GCC residents willing to visit the state of Qatar who are of an approved profession in the Arab Gulf countries (You can see these professions through Qatar Official e-Government Portal “Hukoomi”: http://portal.www.gov.qa

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait should be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.

Visa fees:

9 KWD (non-refundable).


Beneficiaries of this service:

Companions of GCC citizens such as maids, drivers, baby-sitters and similar people. 

Service Description:

The Service is to provide an entry visa for the companions of GCC citizens to visit the country with their sponsors.

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait for permit holders of servants, drivers and similar people (who are under personal guarantee of the Gulf citizen) shall be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.
  • The applicant (companion) should be with the sponsor in person during their round-trip travel.

Visa fees:

9 KWD (non-refundable).


Beneficiaries of this service:

Travelers who plan to stop over in Qatar  in their way for  a third destination. 

Service Description:

Travelers who plan to stop over in Qatar in their way for a third destination, the visa is valid for (2) days.

Terms and requirements:

  • These requirements do not apply to non-transit passengers (who do not need a pre-entry visa). Transit passengers are allowed to enter the state under the airline guarantee on condition that they wait for more than 6 hours until their departure to the intended destination, according to the predetermined time of the next flight.
  • The passport should be valid for not less than 6 months.
  • The residence permit in the State of Kuwait should be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.

Visa fees:

9 KWD (non-refundable).


Beneficiaries of this service:

Nationals of 33 states: United Sates of America, United Kingdom, France, Italy, Germany, Canada, Australia, New Zealand, Japan, Netherlands, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco, Vatican City, Iceland, Andorra, San Marino, Liechtenstein, Brunei, Singapore, Malaysia, Hong Kong and South Korea.;

Service Description:

The Service is to provide residents of the 33 approved countries with an entry visa to visit Qatar first and then visit Oman.

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.
  • Applicants are requested to provide a three-month bank statement stating that the total balance is not less than (5000) five thousand Qatari Riyals. However, those who are financially capable and recognized by the head of mission or the consular officer are excluded from this requirement.

Visa fees:

9 KWD (non-refundable).


Beneficiaries of this service:

1. Nationals of 33 states who benefit from the joint tourist visa services (Qatar and Oman): United States of America, United Kingdom, France, Italy, Germany, Canada, Australia, New Zealand, Japan, Netherlands, Belgium, Luxembourg, Switzerland, Austria, Sweden, Norway, Denmark, Portugal, Ireland, Greece, Finland, Spain, Monaco, Vatican City, Iceland, Andorra, San Marino, Liechtenstein, Brunei, Singapore, Malaysia, Hong Kong and South Korea.

2. Nationals of the following countries: {Turkey, Poland, Hungary, Cyprus, Argentina, Bolivia, Brazil, Bulgaria, Chile, China, Colombia, Croatia, Czech Republic, Ecuador, Estonia, Guyana, Indonesia, Kazakhstan, Latvia, Seychelles, Lithuania, Macedonia, Malta, Mexico, Moldova, Paraguay, Peru, Romania, Russia, Slovakia, Slovenia, South Africa, Surinam, Thailand, Uruguay, Venezuela, Lebanon, Georgia, Bosnia and Herzegovina, Belarus.

3. Nationals of India who have a permanent residence in the United Kingdom (Britain) or those who are Green Card holders and living in the United States of America.


Service Description:

A service granting an immediate tourist visa for the nationals of the aforementioned countries upon arrival with a validity period of one month as of date of issue.


Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The applicant should have a round-trip ticket.
  • The applicant must have a hotel reservation.
  • The applicant should have a total amount of 1500 USD or a credit card.
  • The applicant is requested to pay total fees of 100 Qatari Riyals upon arrival.
  • Nationals of India must present a valid permanent residence card issued in Britain or a valid Green Card issued in the United States.
  • This visa holder must enter the country before it expires.
  • The visa holder is allowed to stay in the country for one month from the date of first entry into the country.
  • This visa cannot be extended.

100 QR upon arrival.

Beneficiaries of this service:

All Nationalities. 

Service Description:

This service enables all nationalities (except GCC citizens) to enter the State of Qatar.

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.
  • Applicants are requested to provide a three-month bank statement stating that the total balance is not less than (5000) five thousand Qatari Riyals. However, those who are financially capable and recognized by the head of mission or the consular officer are excluded from this requirement.
  • This visa holder must enter the country before it expires.

Visa fees:

18 KWD per month (non-refundable).


Beneficiaries of this service:

All Nationalities. 

Service Description:

A service granting an entry visa for passengers who have electronic pre-entry visas issued by the General Directorate of Border Passports and Expatriates Affairs. The applicants should then check with the embassies and the Qatari consulates worldwide to have their passports stamped.

Terms and requirements:

  • The passport should be valid for not less than 6 months.
  • The applicant must provide a completed visa application form.
  • Attachment of (2) personal photos of the applicant, size: 4X6 cm.


Visa fees: 2 KWD.

Reissuing an “official visa” (exempted).

Service Description:

It is a service that aims to impart legal status on  Educational documents for use inside and outside the State of Qatar,  such as the following:

  • Education certificates issued by Qatar University.
  • Education certificates issued by foreign Universities in Qatar, and approved by Qatar Foundation for Education, Science and Community Development.
  • Education certificates issued by Qatari schools and attested by the supreme educational council.
  • Education certificates issued by foreign schools in Qatar and attested by the supreme educational council.

General Rules:

  1. The document to be certified must contain a set of seals and signatures signed by the official authority.
  2. The document must be certified by the Ministry of Foreign Affairs of the State of Qatar if issued by one of the official authorities in the State.
  3. The document must be authenticated by the Ministry of Foreign Affairs of the State of Kuwait if issued by one of the official authorities in Kuwait.
  4. The payment of the authentication fees must be made, according to the type of the document, at KWD 9 per document, except for "some" commercial documents (KWD 14); commercial invoice fees vary according to its value.
  5. If seals, signatures or content of the document to be certified has been proven invalid in regards to the Consular Affairs Department of the Ministry of Foreign Affairs or one of its branches, the legalization of the document is then null and void and the Consular Affairs Department of the Ministry of Foreign Affairs has the right to refer the case to the competent security authorities in Qatar.
  6. The embassy is not responsible for the content of the document.
  7. The Department of Consular Affairs of the Ministry of Foreign Affairs and its branches are not to be held responsible for the content of the document, but it has the right to refuse the authentication of any document that violates the regulations in force inside the State of Qatar.

Service Description:

It is a service that aims to impart legal status to medical documents for use inside and outside the State of Qatar such as the following letters:

  • Medical documents issued by hospitals or health centers under the supervision of the supreme council of health.
  • Medical documents issued outside Qatar and attested by the supreme council of health, Ministry of Foreign, and Qatar’s mission in the country of issuance, or the country’s mission in Qatar.

Terms and requirements:

  • Medical certificates issued by hospitals and health centers under supervision of the Supreme Council of Health should include a series of legalizations which end with the seal and signature approved by the Ministry of Foreign Affairs- Consular Affairs Department or one of its affiliates.
  • Medical certificates issued abroad and approved by the higher health authorities of health and Ministry of Foreign Affairs should include a series of legalizations which end with the seal of the Mission of the State of Qatar in the country of origin or the approved Mission of the country of origin to the State of Qatar.

Foreigners in Qatar

Qatar’s Diplomatic and Consulate missions abroad receive applications of concern to previous residents who left Qatar permanently, through coordination with the directorate of consular affairs.

Service Description:

Qatar’s Diplomatic and Consulate missions abroad will send the application to the directorate of consular affairs, which in turn 'll send it to the concerned department (Traffic department under Ministry of interior), and sends the reply to the mission after receiving it.

Terms and requirements:

  • The applicant shall submit a letter to the head of the mission asking for the required certificate to be authenticated along with the reasons.
  • A copy of the driving license.

An application to validate educational certificates issued in Qatar to residents who graduated from schools or universities of Qatar, in order to use these certificates for studies or work in other countries .

Service Description:

Qatar’s Diplomatic and Consulate missions abroad will send the application to the directorate of consular affairs, which in turn  'll send it to the concerned department (Criminal Evidences and Information Department), and sends the reply to the mission after receiving it.

Terms and requirements:

  • A letter stating the reason of requesting this certificate, and the period of residency in Qatar.
  • An original copy of the fingerprints form issued by the security authorities in State of Kuwait (Ministry of Interior) attested by Ministry of Foreign Affairs in Kuwait, and attested by the mission.
  • Copy of the passport including "Qatari Residency sticker", and a copy of the new passport (if applicable).
  • Four personal photos (4X6)
